Defer static content to ukwa-site to make editing content and translations easier #363

Although not technically part of this project, we are moving static content into https://github.com/ukwa/ukwa-site and mapping that in over the top of this product when we deploy things (see https://github.com/ukwa/ukwa-services/tree/master/access/website).
