When a user submits a Document, she should be presented with some decisions regarding where that Document is going to be submitted (in addition to the Stategic Ingest workflow).

For now, the user should have some check boxes for three possibilities: [ ] MBS Portal [ ] Envia Portal [ ] Other

BUT this selection should only be offered IF the Watched Target associated with the Document has a permissions-based license. As a user I can see this if I go to Targets > [target name]: View: UKWA Licensing and it says "NB. There is already a licence request either pending, or granted, or refused, for a target at a higher level in this domain. There is no need to request another one." I do not know how to check this programmatically.

Correction: These choices should appear when the "Priority Cataloguing" checkbox is checked. (Requirements and Workflows, Table 3). The "Priority Cataloguing" checkbox should only appear under the conditions described above (permissions-based license for the Target or a related Target in a higher-level domain).
