Resolve errors in Collection-Target relationships exposed via API #586

Looking at this target, it reports it's Collections as

and the links to the examples show that these are self-consistent within the W3ACT UI.

However, when the data is exported via the API, we get only two collection IDs, 889 (Poetry Zines and Journals, which is correct) and 470 ('Sport in British Society 2015-', which is not).

So, presumably, the API is not correctly exposing the Target/Collection relationships.

This is likely in error, as the specific target-collections relationships had been modified today.

Yes, updated Collections dataset appears to be fine.
