Upgrade Apache Tika to version 2 #305

Apache Tika v1 is EOL, so we need to upgrade to Tika 2. Needs coordination with #304 as Tika is referenced by both.

Merged upgrade. CI tests all fine. Some differences might fall out during use/deployment.
