Actually validation of METS XML-schema is mandatory.
Of course this is always preferable, but:
some organizations do not produce valid METS due on-the-fly transformation (or alike)
(Even nice score at DDB Validation is no guarantee to be sure one's output is schema conform!)
because of consecutive data updates even once valid XML can get broken
very problematic data could be fixed when loaded, then re-used again
