Verify that topo components work after failure #14

Topo components contain communication. The code flow must be verified to handle error cases correctly (i.e. interrupting the topo operation cleanly upon error and returning a meaningful error code to the calling level).

Topo files do not work, but have been enabled for fault-free operations
