Base a version off a stable release

ULFM tracks closely the Open MPI master. As we are reaching a point were the software is more mature, it makes sense to also track stable branches (e.g., Open MPI 4.0).

New branch v4.0.x+ulfm is tracking Open MPI v4.0.x and adds the latest ULFM. At the moment this is not a stable branch but it is available for testing and stabilization. Eventually the plan is that this will become the basis for stable ULFM releases.

Beware of know issue #42 about pmix3x generating verbose errors about process failures.

This branch is now ready for testing by external collaborators and should be feature equal to ULFM master (in terms of fault tolerance).
