Request shader/overlay (GLSL or SDL) option to command line option for SDL and/or Hosted versions #72

I would like to explore the practicality of adding a scanline shader to the SDL version and possibly the Hosted version. While on this subject any thoughts on adding such functionality to the Basic Engine itself? I wonder if scanlines on LCD TVs might enhance the user experience.
