Test suite fixes and CI overhaul to GH Actions #203

Fixed small test failures (in cirs, gsod and nwis, tests)
Updated wof test WSDL urls from http to https (recent CUAHSI change)
Removed hdf5 and pytables test
Added GitHub Action to run the tests (addresses #197)
Removed travis (.travis.yml)
Removed appveyor files (not used in a while)
