Auth: Build ability for admin to impersonate parent and use the Parent Portal #100

Admins are able to log in to the Schools Portal and use for UX testing/guides/assistance. Build system that would have the same effect for the Parent Portal, possibly giving Admins the ability to select a family to impersonate for a brief time.
