Mandatory Training reminder emails for staff that include Principal contacts are no longer limiting to school Principal for non-shared staff. Non-shared staff are having their emails sent to the host principal for the site they are based at, even though they have no direct line of management.

Tested without issue. Scheduled to be released to production with R1.10.5
