Provide audit functionality for Canvas course #93

Add ablility to scan existing Canvas Courses, match required users and roles, and then update as necessary. This should be able to be run every 30 minutes to ensure the service stays in sync with Constellation.

Include creation of Course Sections, and the enrolment of students to the correct sections. Sections should be created when the Offering is linked to a Canvas Resource, with the section named for the Offering. Students should be enrolled in the section when being added to the Offering via an enrolment.

Tested without issue. Scheduled to be released to production with R1.14.4
