Addition of bluesky scan setup file for two configurations
Addition of required simulated iocs, docker files and docker-compose file to start these

Also the CI is failing for two reasons ATM:

Cothread has an issue (36) that it doesn't build on python 3.11 so we should stick with building CI only on python 3.10 for now.
The unittest fails because the original src python scripts were removed.
