Where is "Scan a new tray"? #26

When someone is going to scan a tray for the very first time, where do they start? When I am logged in as a manager I see "Verify a Tray" and "Review Incompleted Trays" both of which don't seem to allow scanning items into the tray the first time.

This was initially removed because when trays are Allocated, the empty trays are marked as Incomplete. Thus, the expectation was to Allocate new trays, and then Scan one of those Incomplete trays. @nylorac , @edensung25 will review this workflow with you. We'll need to decide if we want to keep this terminology and train the LCSU staff, or change the terminology a bit to make it clearer.
