Implement update for other repos #123

The script update-repos.js updates other projects which are part of the organization ultimate-comparisons or are listed in repos-to-update.list. The format for repos-to-update.list is owner/repo eg. ultimate-comparisons/ultimate-comparison-BASE for this repo.

The tests are located (for now) at Ultimate-Comparisons-Test
