Add old release binaries to Releases section #9

I have some very old release binaries on my computer that I used to distribute from the Red Alert forum I frequented back in the day, and they're currently the only working product of what I have from this project. I should create a release against this project that can store all of these files.

Just 1 thing to think about: where to put the tag! The latest binaries I have are from a "0.28a" version, which is pre-GitHub (supposedly 0.30 as of the initial commit, but I can't verify that any more).
