Add the ability for the manager to remotely shut down a CVM in case of failure or user-initiated action.

Describe the feature you are requesting, as well as the possible use case(s) for it.

[ ] Design the shutdown protocol and API ( existing manager gRPC API)
[ ] Implement shutdown functionality in the manager
[ ] Add error handling and logging for shutdown events
[ ] Test various shutdown scenarios, including edge cases
