Repository location for user tasks #60

It would be useful to have a place to manage and share user experiment or task 
code.

Tasks would fall under the category of user content, as opposed to library 
code.  So storing them in the trunk probably does not make sense.  But they 
would be valuable assets to share, and an important part of Snow Dots 
development.  So it makes sense to include some user tasks them as part of the 
larger Snow Dots project.

Tasks would be similar in flavor to wiki content, except that instead of prose, 
they would be written in code.  Users might also write prose wiki content to go 
along with each task.

A new repository folder called tasks/ could live along side trunk/, wiki/, etc. 
 Users who have a task they would like to share can get in touch with the 
developers.  Users who wish to ignore the shared tasks can just check out the 
trunk.

In r685 I've created a userTasks folder along side the trunk.  I added some 
task files to a goldLab subfolder, for Josh Gold's lab at UPenn.

Now this folder can be used and grow, etc.
