The programme officer should add new question from same window instead of going to add question in question bank first

Currently PO can not add a new question from the window used to add question from the repository. He should add a new question from the same window and that should automatically become part of the question bank. In doing so the same window of adding a new question should appear on the right side of the add question window (screenshot attached for ref)

In addition, when PO add a question from the repository and if he delete the same added question that also get removed from the repository as well.
