Steps to replicate:

1. Navigate to content section
2. Open a page (e.g. About us)
3. There are empty buttons for many of the buttons available

Issue: Empty button: A button is empty or has no value text

Why it matters: When navigating to a button, descriptive text must be presented to screen reader users to indicate the function of the button.

How to fix: Place text content within the element or give the element a value attribute.

I have taken a look at this issue it appears when the rte is present - therefore it will need to be fixed in tinyMce. The buttons are missing ARIA labels. Umbraco 10 uses tinyMce version 4.9.11 released in 2018, and Umbraco version 11 will be using 6.2.0.
