V14.0.0-RC4: User create and invite buttons shouldn't show state icon #16407

Which Umbraco version are you using? (Please write the exact version, example: 10.1.0)

v14.0.0-rc4

Bug summary

I think it doesn't make sense to show state of action when clicking user create or invite button as these doesn't create or invite the user, but happens from the modal.

cancel/close user invite modal (looks like something went wrong, although I just cancelled it).
