We wish we could work with everyone directly and assess your issue immediately but we're in the fortunate position of having lots of contributions to work with and only a few humans who are able to do it. Bug summary
The title is self-explanatory: Restoring content from the recycle bin republishes it in all previously published languages. For example, if content was published in English and Japanese, and the content is removed and later restored, it will initially be unpublished in all languages. However, once you publish it in English, it will automatically be republished in Japanese as well, restoring the state before removal.
