v14.3 - Radio button list validation not working in a block editor

Bug summary

When editing a block using a Block List Editor with the Sidebar view, if you do not set a value for a mandatory radio button field on the block, then try to publish the document, and then set a value on the require radio button field, it is not possible to save the block

Specifics

Looks very similar to https://github.com/umbraco/Umbraco-CMS/issues/13082

Steps to reproduce

• Create an element type "ElementType" with a mandatory radio button list editor
• Create a document type "DocumentType" with a Block List editor, configured to include the element type created above. Allow this document type at root
• Create a document of type "DocumentType"
• Add a block of type "ElementType". Immediately click "Submit" on the element, and then "Save and publish" on the document. You should get a validation message, and the document is not published
• Open the same block editor again. Select an option on the radio button list, and click "Submit"

Expected result / actual result

Expected result:

• The block editor closes, and I can successfully publish the document

Actual result:

• The block editor does not close. The "Submit" button changes to an "x" and then back to "Submit" without anything else happening
