Missing `title` and `pubDate` in RSS feed #64

When reviewing the RSS feed for the marketplace, non of the items appear to have a title tag and so they are appearing as untitled in some news readers

I think we should probably put the package name in the title tag so that this gets populated.

This item has been added to our backlog AB#33476

In addition to this, I've also noticed that the items are missing a pubDate field which I think should be added based on the release date of the package.
