Is libumccr a necessary requirement? #126

Noted libumccr usages under https://github.com/umccr-illumina/libica/tree/main/libica/app however I don't think it's needed in the general implementation of libica

libumccr has dependencies such as gspread, gspread-pandas which can be quite large packaged to install which means these also get installed with libica
