Consider CodePipeline CI leveraging toolchain account for build and deploy #110

Spin off from #107

While at it, will it also be possible to change the CI setup a bit. Such that, similar to orcabus i.e. CodePipeline CI in bastion account then CD deploy it into dev, stg, prod. If so, perhaps merge this first then pursuit it as another ticket task.

The only thing different between dev, stg, prod artifacts is environmentVariables I think, so it should be fine. I will do a bit more research later
