Show data capabilities to a user based on a user's workgroups

While this is possible, inform the user that their access token may only represent a subset of the workgroups that they have access to.

Can also run https://ica.illumina.com/ica/api/swagger/index.html#/Project%20Data/getProjectsLinkedToData to show workgroups of projects that this data has been linked to
