Bulk changes to icav2-cli-plugins

Docopt refactor

Wrapica replaces most 'helper' commands

Added abort, and list-v2 commands for project analyses,

Added nextflow commands

Renamed start-cwl-wes and create-cwl-wes-input-template to start-wes and create-wes-input-template respectively
