Reduce spam of ICA rotator #410

Reduce the Slack spam of the ICA rotator (no need for a message on every rotation).

Also, I've noticed that it is CDKv1 - which restricts our ability to specify nice things (like python 3.11).. so I suggest upgrading to CDKv2
