Add SV Snakemake rule description #109

Adding a summary of the Snakemake rules involved in the somatic structural variant prioritisation workflow after code review. Might make sense to move the Snakemake rule part of the doc to a separate doc, but anyway. Relevant rendered Markdown with latest PR commit is at https://github.com/umccr/umccrise/blob/ab064c683bf8982417b4bf839b8555ad55dfb214/workflow.md#structuralsmk.

The SV filtering needs to be relaxed as discussed, and not sure if we want to keep the Ribbon-related rules (is anyone even using those outputs?). I also need to review the sv_prioritise workflow.

Not in a rush to merge, btw.
