pin package versions for stability
bump NGS Utils to version with patched custom TSV input (changes)
use UMCCR anaconda channel at highest priority - now hosts NGS Utils and others (link)
set base Docker image as Ubuntu from Docker Hub rather than ECR

WIP. Docker image built locally with newly pinned Conda packages. Testing on validation data to come, stay tuned.

No differences identified between versions (see report).
