PCGR: update to v1

Need to update PCGR to v1.0, released this year.

TODO:

• [ ] Pursue DVC for reference tarball tracking
• [ ] Incorporate new DVC'd data into our own refdata
• [ ] Test new version with woof
  • Results should stay the same, the update was mostly on the software CI/CD setup and dependency packaging.
• [ ] Change the umccrise pcgr conda environment setup
• [ ] Deactivate PCGR's MutationalPatterns functionality
