Conda: use umccr forks of conpair, pVACtools, and oviraptor

Ideally we should keep forks of pVACtools and conpair in the umccr GitHub org.

• We currently use this fork of pVACtools inside the neoantigens conda env:
  • https://github.com/vladsaveliev/pVACtools (v1.5.10)
  • Original (534 commits ahead, up to v3.0.1): https://github.com/griffithlab/pVACtools
• We currently use this fork of conpair inside the gatk4 conda env:
  • https://github.com/vladsaveliev/Conpair
  • Original thankfully is still stuck in 2020, pretty much from around the same time, Vlad's 2018 PR to sync them nicely is still in limbo there: https://github.com/nygenome/Conpair

Also forking oviraptor. Need to dump the big FASTQs which contribute to >90% of the work folder size (see https://github.com/umccr/umccrise/issues/90).
