Develop: Notification management view #415

Dependence on #102 (notifications view) and #412 to create the NotificationSubscription objects

As a user of the application, I want a view where I can manage what notifications I am subscribed to.

Acceptance Criteria

Notification management view can be accessed via the notifications view
Notification management view is capable of displaying a list of NotificationSubscription objects
- Keyword
Does not need capability to create/delete. That will be covered by #418 and #417.
Document any relevant content in the Programmer guide (draft thoughts of usage and importantly the "Why")
Updates SRS and STP (and other docs if necessary)
Add/Update relevant unit tests
