Develop: Delete Notification Subscription #417

Depends on #415 (management view) and #412 (data objects)

As a user, I want to be able to delete a subscription I have previously made to no longer receive notifications for it.

Acceptance Criteria

User can delete a NotificationSubscription from the notification management view
NotificationSubscription is deleted from the database
Document any relevant content in the Programmer guide (draft thoughts of usage and importantly the "Why")
Updates SRS and STP (and other docs if necessary)
Add/Update relevant unit tests
