As a mobile phone user, I want the application to be able to notify me with my operating system notifications framework for the notifications I have created within the app.
Acceptance Criteria:

Android only functionality
After opening the app, background task runs every 30 minutes.
Background task checks for new USPS emails and runs them against the user's notification subscriptions.
Notification indicates how many new emails match their subscriptions if applicable.
Document any relevant content in the Programmer guide (draft thoughts of usage and importantly the "Why")
