Clearing a notification does not persist #663

Clearing a notification should get rid of it permanently. Steps to reproduce issue:

  1. Create a notification subscription for a mailpiece you know you will receive in the future.
  2. Receive a notification for the subscription.
  3. Clear the notification (either a single one or "all")
  4. Go back to homepage.
  5. Go back to notifications page -- the notification that was previously cleared is now back.
