Add .R script in /production/fusion that can be used to fuse donor to ACS microdata, using RECS_2015 to ACS_2015.R as rough template.

Test that the script works start to finish for some subset of potential fusion variables.

Final selection of fusion variables and other settings TBD.

I need to update this for the new /fusion template for fusion .R files and data.
