Obtain raw data files for 2019 ASEC #57

Make sure you have read the documentation on how to ingest survey microdata.

Create new directory on your local machine survey-raw/AHS/2019 for storing raw data files, but do not push to Github repo. Ideally, include a plain text file describing sources of raw data. See example at survey-raw/ACS/2019 in the remote Gdrive.

Data and codebook for 2019 ASEC downloaded from IPUMS. Zipped data, codebook, and R script for reading in the data and codebook using IPUMSR package have been uploaded to the google drive under survey-raw/ASEC/2019.
