Update Capistrano and its dependencies #56

I'm not sure why this gem was locked to this version, but it hasn't changed since it was first added 6 years ago. Updating it as there are metrics capabilities in the old version that we don't want to use.

Running the tests all pass.

I realized there is something else I need to fix for this upgrade to work. Closing and will put out another PR shortly.
