Releasing LatNet Builder #2

This PR contains the work done on Lattice Builder during the last two years in the Simulation and Optimization Laboratory of the DIRO at Universite de Montreal.

Thanks to this PR, Lattice Builder becomes LatNet Builder and handles much more features than the previous version. This PR will correspond to release v2.0.0
