[Challenge] action added to the managed_rule_group_configs rule_action_overrides. #121

Description

Added the challenge action to the managed rule groups action overrides.

Also, added a new example directory to show of its usage along with the targeted bot control inspection setting, which took some deciphering of the inspection_level in the main.tf file to figure out for myself. Thought I make it easier for the next person.

I'm unfortunately not a maintainer, I wouldn't mind being one as we use this module a lot internally.

a fork may be needed if this PR and related issue are not reviewed by anyone I suppose @marcincuber is the maintainer as per the initial commit on the repo.
