support user id as a primary for supers

This should address https://github.com/umputun/tg-spam/discussions/122 and https://github.com/umputun/tg-spam/issues/157

The PR changes the logic in following way:

• if super defined in a numeric format it will be matched as UserID
• for automatic filling of supers from admin, it will use user IDs
• It can have mixed list of names and IDs as supers
