don't mention spammer name or id in bot's reply #170

Usernames can sometimes contain spam as well. Also such a messages are distracting to other users and don't help much, since alleged spammer username can be easily found in recent actions or admin chat anyway.

I don't really see the point of such a reply at all. Having such a generic message sent to the group is not going to provide any useful information; all users will see is that something was banned without knowing what. If those messages are distracting, I would suggest turning them off with the no-spam-reply parameter.
