Delete test check gdal 3.3 #24

gdal 3.3 is available and installed by default in the other tests.

No need to maintain this test because the ubuntu install it's available at this [https://github.com/umr-lops/xsar/actions/workflows/ubuntu-install-test.yml](GitHub action)
