Print widget uses immutable layer names #111

The name used for each layer in the legend seems to be hardcoded to the name in the web service: Screen Shot 2019-09-11 at 10 51 15 AM

In addition labels dont show up on the printed map, which is a known problem. We are going to remove the Print widget for now until it is fixed.
