Make the shiny app rely on external calipseo-data #186
With the migration from JIRA to Github, Local datasets have been moved out from the repository. These are country specific datasets and should not dispatched to public. Currently the shiny app considers this a subdirectory of the app. The app should be refactored to rely on calipseo-data dir instead.
