[CALR-66] Vessel Details module - add info box for license status

Just close the vessel operational status info box, Add a new Calipseo info box to show the status of +current year+ vessel license. The title of the info box should be set in i18n vocabulary files, and should be prepended with the license status (VALID, EXPIRED, NO LICENSE), eg. "LICENSE STATUS: EXPIRED"

In addition, apply a color scheme as background depending on the license status:

• VALID: green
• EXPIRED: red
• NO LICENSE: dark red (#8b0000)

We may have to reorganize the display of info boxes:

• For the timebeing, it's important to have the 2 coloured infoboxes (vessel operational status, vessel license status) on top row.
• Below, on 2d row, you can put: number of owners + number of licenses. We move the number of fishing gear below
• On the 3rd row of info boxes, put five info boxes in this order: Mean fishing trips/year mean days at sea/fishing trip number of landing sites number of fishing gears ** number of species caught
