[Feature Request] Add an option to make the toolbar persistently visible, regardless of cinematic/travel intermissions. #14

The toolbar currently follows the default visibility rules set by Dalamud, plus when traveling between areas.

Make an option to disable the hiding between areas, and another option to disable adhering to Dalamud's visibility settings all together in case people desire a consistent toolbar in their game window that is ever present.
