In 1.11 (or more precisely, 16w40a), Mojang changed the End Portal texture to be a screen-space texture, locked to the middle of your screen. In every version prior to this, End Portals had a layered parallax effect instead, which would move around based on your position. This toggle would bring back the old layered effect.
